Apache Error: make_sock: could not bind to

I have installed Apache 2.2.4, PHP5 and Mysql5 for long time ago. Everything was perfect working but today when I try to start webserver it gives following error:

make_sock: could not bind to
no listening sockets available, shutting down
Unable to open logs
Note the errors or messages above, and press the  key to exit.  27...

Any idea why it happens and how to fix it? Is there a way to update Apache without new installation. Because ok settings like httpd.conf etc.

I was searching for the best free forum-system. After reading some artciles on BBs, wanted to compare the best 3 system. The result confused me very much and I can not still decide. How comes that the best one on Alexa has the worst PageRank on Google?

What tools am I using for webdevelopment:

I am a beginner also not a professional. But I have read many articles of profis and many forum posts. I have testes many software. So now a small list of my bestfriends for webdesign:

Windows (2000, XP, Vista)
Linux (Redhat, Ubuntu)

Server load watch

High loads are horror for server admins. It is sometimes not easy to find which software or script killing the box. Top command shows some information but detailed enaugh. This code below shows more details of top 20 and sorts by cpu usage.
